JB Marks Opens Draft IDP and Budget for 2025/2026 for Public Comment

Residents Urged to Review Plans and Participate in Public Engagements
The JB Marks Local Municipality has released its Draft Integrated Development Plan (IDP) Review and Budget for the 2025/2026 financial year and is inviting members of the public to submit their comments over a 30-day period.

This process, which is guided by the Municipal Finance Management Act (Act 56 of 2003) and the Municipal Systems Act (Act 32 of 2000), forms part of the municipality’s legal obligation to promote transparency, accountability, and public involvement in local governance.
The draft documents were tabled and noted during a Special Council Meeting held on Monday, 31 March 2025.
Understanding the IDP and Budget
The IDP is a strategic tool that municipalities use to plan and prioritize service delivery over the medium term. In terms of Section 34 of the Municipal Systems Act, councils are required to review this plan annually, based on performance assessments and any changes in circumstances.
Additionally, the Municipal Finance Management Act stipulates that an Annual Budget must be approved by council before the start of the financial year, with adequate provision for public input.

How to Submit Comments
The public comment period runs from 3 April to 3 May 2025. During this time, residents are encouraged to review the documents and submit their views, recommendations, or objections.

Proposed Tariff Increases for the Coming Year
As part of the budget proposal, the following tariff adjustments are under consideration for the 2025/2026 financial year:
Electricity: Increase of 12.7%
Water: Increase of 4.4%
Sewer: Increase of 4.4%
Refuse: Increase of 4.4%
Property Rates: Increase of 4.4%

In addition to written submissions, residents can attend scheduled public meetings in their respective wards. These engagements aim to provide clarity on the draft budget and give community members the opportunity to ask questions or raise concerns.
